We have prepared this handbook in the hopes that it may answer some questions or concerns that you have about the elementary grades.  Please take the time to read this, keeping in mind that these policies are for the benefit of our students.  We are here to give the best education possible to your child.  Cooperation between home and school is very important.

GENERAL INFORMATION

ABSENCES

EXCUSED:  The school must be notified of a student’s absence prior to or at a time the student is absent.  This should be accomplished by one of the following procedures: 1) Acquire an advance make up slip as early as possible before the absence.  An excuse from the parent or guardian must be presented to the office. 

2) If a student is absent from school in the morning the parent or guardian must call the school office between 8:00 and 9:00 a.m.  The phone number is 534-3533. 

Upon returning from a doctor or dentist appointment, a slip from said office will be required.  Most offices have them on hand.

Any student who must leave the building for an appointment during school hours must have permission from the principal and sign out in the office.

Failure to notify the school of a student’s absence may mean the absence will be treated as unexcused.

Make-up slips not returned may result in a loss of privileges.  Doctor, dental, and other appointments are not a reasonable excuse to miss the entire school day.

UNEXCUSED & TRUANCY: Students with unexcused absences are required to make up the work.  The principal can assign detention for unfinished make up work.  Such excuses as babysitting, shopping, working on car, car trouble, haircuts, tanning, etc.  are not excusable reasons even if obtained in advance.

Skipping school will prove to be detrimental to the student in the student’s scholastic standing and character record.  Mail or telephone will notify the parent or guardian of the student skipping.  Double the time skipped will be assigned for detention.  A parental conference may be required for readmittance on truancy.

ACTIVITY/ATHLETIC RULES DEFINITIONS

School Activities/Athletics: School activities/athletics include, but are not limited to all athletic programs, and chorus, cheerleading, clubs, oral interpretation, royalty candidates, student council, class officer, FFA, FCCLA, plays, all dances, annual, FBLA, and DI

Activity/Event: A public presentation, performance, competition, or trip associated with participation in a school activity.

ACTIVITY/ATHLETIC RULES DISCIPLINE PALN:

Student participation in school activities is a privilege, not a right.  Students who choose to participate in school activities are expected to positively represent their school and community by demonstrating appropriate behavior.

Any elementary, junior high, or high school student wishing to participate in school activities shall not possess, sell, dispense or use tobacco, controlled or mood altering substances, such as steroids, marijuana, inhalants, alcohol and other drugs; or commit any crime against a person or against property.

Rules will be enforced the entire school year which includes before and/or after school classroom schedule when such activities are in session including practice.  This includes the entire school year regardless of whether a student is participating in an activity at the time of violation.  A student who violates the rules shall be ineligible to participate according to the activity rules listed below.  Court documented violations during the summer months will be considered a violation.

An effort will be made to assist students who seek help for a dependency problem.  Students with no identified violations and not participating in an activity will not be penalized if they voluntarily enter a treatment program and abstain.  If, while in this program, they violate the rules, they will be penalized the same as any other student.

The following activity rules apply for all students participating in school activities whether or not the offense occurs in a school.  Event, on school property, in district vehicles or buses, at district events, or away from district property.

Consequences:

First violation:  After confirmation of first violation, the student shall not participate in any school activity/athletic event in which the student is a participant for three varsity events or 21 consecutive days whichever is greater.

The suspension for an alcohol/tobacco violation will be reduced to two events or 14 days if the student and at least one parent participate in an alcohol/tobacco evaluation and attend an approved treatment program.

The suspension period for an activity violation begins on the date of the next school activity event in which the student is involved.  The suspension period for a drug conviction is for twelve calendar months from the date of the violation.

Second Violation:  After confirmation of the second violation, the student shall not participate in any school activity/athletic event in which the student is a participant for six calendar months.

The suspension for an alcohol/tobacco violation will be reduced to six weeks if student and parent complete program as listed above.

Third Violation:  After confirmation of a third violation during any one twelve month period the student will be ineligible to participate in any school activities /athletics for one calendar year.

Any school official, legal official, or parent/guardian of said student may note violation.

Any student who goes one calendar year between violations will start at violation level one.

Expenses incurred for participation in alcohol/tobacco programs are the responsibility of the student and parent/guardian.

Coach/Activity supervisor may require student who has committed a first violation to attend practice sessions.

If a student is under penalty and not allowed to participate in an activity event, that student will not be allowed to travel or dress for the activity.

If the violation occurs at school, at a school event, on school property or while under the supervision of a school employee, district rules of student conduct shall also be applied.

If a student is suspended from a school activity/ event that also is a graded activity to meet a course requirement, the student will have the opportunity to completely make up the grade for that event.  The make up work must be arranged with the activity director/advisor.

The following steps must be taken prior to suspending a student from an activity event:

Principal/AD must inform student of the rule, regulation, or policy that has been allegedly violated.

The student will be given an opportunity to answer the charges and present evidence on the student’s behalf.

Principal/AD shall render a decision as soon as possible after reviewing the case.

Upon suspending a student, if possible, the principal/AD shall provide oral notice of the suspension to the student’s parent or guardian.  The Principal/AD shall also provide written notice to the parent/Guardian.

In the event the student or parent believes the student’s rights have been violated they appeal the Principal/AD’s decision within five school days to the school superintendent or designee.  The superintendent or designee has five school days to respond to the appeal.  The student will remain ineligible during the appeal process.

 

ACCELERATED READER

The most important gift you can give your child is the gift of reading.  The child who loves to read would not only do well in English and language arts courses, but also will; in fact excel in every area of schoolwork and of life.  This is why Colman-Egan Schools have decided to place an emphasis on reading in its K-6 classes. 

This year your child will be able to participate in the Accelerated Reader Program.  The Accelerated Reader is a computer-based reading motivation program that is currently in use by more than 14,000 schools across North America.  The program is simple:  The child either reads or has someone read a book to him or her from the Accelerated Reader book list.  The child then takes a computerized test on the book, answering simple multiple-choice questions that check their recall of basic facts and events in the book.  After finishing the test, the child gets a point score based on the difficulty level of the book and the number of questions they answered correctly.  The computer keeps track of every student’s points.

We would like to thank you in advance for your support and cooperation with the Accelerated Reader Program.  We are excited and anticipate that this program will help your child and every student become a proficient and enthusiastic reader.  If you have any questions, please ask your child’s teacher.

 

ACTIVITY TRIPS

Students participating in a school-sponsored activity must travel to and from such event in school-sponsored transportation.  In extenuating circumstances, the parent/guardian may submit a transportation waiver request to the activity/athletic advisor/coach to transport the student.  In such cases, the advisor/coach or a member of the school administration may grant permission for the parent/guardian to transport the student.  (Reminder:  Parent must be physically present to pick up their child.)

 

ATTENDANCE

Regular attendance is one of the secrets of success in school.  Good grades & regular attendance go hand in hand conversely poor grades and irregular attendance go hand in hand.  Study the calendar and plan to take trips, do farm work, dental, and dr. appts.  or other work during vacation periods.

Students will not be allowed to participate in an extracurricular activity if they have not been present for ½ the school day, for any reason other than doctor’s appointment, funeral in family, or a family emergency.

No absences will be allowed during semester test week (last week of each semester.)  Special circumstances may be presented to the Administration/Board for consideration for exception.

 

BAND

Elementary band is available beginning in the fifth grade.  At the beginning of the school year, the instrumental instructor will contact the students and parents.  A limited number of band instruments are available through the school.  Lessons will be schedule according to the music teacher’s schedule.

 

BIKES

Students riding bikes to school are to part them on the west side of the building.  Bikes are not to be ridden on the school ground when school is in session.

 

BUS POLICY

The Colman-Egan School District has provided a fleet of buses for those who ride to school and the school board has employed reliable, responsible, and trained people to drive these buses.  The bus driver is an official representative of the school and has full authority to discipline students on the bus.  It is the duty of each student who rides the bus to do his/her part to keep the buses in good condition and to abide by the stated rules.

 

 

When students are not riding the bus in the morning, the parent should call the bus driver before 7:00 or the home of the student directly preceding you so he/she can transmit this information to the driver and save him/her the time of making that stop.

Any bus passenger that cannot abide by the accepted rules and regulations for bus transportation will be denied that privilege.  With a “First Offense”, a telephone call will be made to the parents informing them of the discipline problem and the actions that will be taken if the discipline problem continues.  A “Second Offense” will be taken if the discipline problem continues.  A “Third Offense” will deny bus transportation for the remainder of that given school year.

 

CARE OF SCHOOL PROPERTY

Students are responsible for the proper care of all books, supplies, and furniture supplied by the school.  Students, who disfigure property, break windows, or does other damage to school property or equipment will be required to pay for the damage done or replace the item.

 

CHILD FIND

Child Find for the COLMAN-EGAN SCHOOL DISTRICT 50-5 is conducted during the school year.  The program is designed to identify and evaluate all children birth to age 21 with special needs, children in need of 504 services, and homeless children. 

 

CLOSED SCHOOL DAY

We have a closed school day here at Colman-Egan School; therefore, students should not be outside the building at any time during the school day without permission of the Principal.  A student will not be permitted to enter a classroom that has a class in session.  Material needed for classes should be obtained prior to class starting.

 

COMPLAINT PROCEDURE

We like to hear good things about our school and its staff, but we know that at times people may have a concern that needs to be brought to someone’s attention so that it can be taken care of.  If you have a complaint about a school staff member or a school policy, you need to follow a procedure approved by the schoolboard. 

 

Citizen Complaint procedure

  1. All citizens will be extended the courtesy of school personnel time if such citizen is properly identified.  All written complaints must be signed to be acknowledged.
  2. Parent Complaint:  In the even of parent complaints, an attempt will be made to resolve the complaint at the lowest level possible.  Parents may be asked to sign all written complaints to be acknowledged.  A form is available in the School office.  The complaint will be reviewed with those personnel affected, by the administration prior to action being taken toward resolving the problem.
  3. Patrons having complaints or concerns regarding implementation of Federal Programs can be addressed using this form.  The format includes a description of the incident, action taken, and how the complaint was resolved or if further, action is needed. 

 Please follow this procedure in order to solve the problem quickly and with satisfaction.

 

CONFERENCES

Parents may make appointments for conferences with teachers, counselors, or the administration by telephoning the school office.  Regular parent-teacher conferences are scheduled during the school year.

 

CONDUCT AT SCHOOL EVENTS

Athletic games, school plays, and music activities often attract many elementary students outside of school hours.  If a child does not plan to WATCH an event, they should stay home.  PARENTS are responsible for their children at these events.  BABY-SITTING IS NOT PROVIDED.  If a parent is not taking the responsibility, administration or ANY staff member may remove the child from the event if their behavior is unacceptable.  Students should not be running or playing in the hallways during these school events.  Misconduct at such events reflects on parents, students, and school

 

COMPUTER

INTERNET

Students of Colman-Egan Public Schools are offered access to the district computer network for Internet use.  To gain access, all students under the age of 18 must obtain parental permission and must sign and return the form to the Office in each building.

Access to Internet will enable students to explore thousands of libraries, databases, and bulletin boards thus enhancing academic opportunities.  Families should be warned that some material accessible via the Internet might contain items that are illegal, defamatory, inaccurate, or potentially offensive to some people.  While our intent is to make Internet accessible to further educational goals and objectives, students may find ways to access other materials as well.

We believe that the benefits to students from access to the Internet, in the form of information resources and opportunities for collaboration, exceed any disadvantages.  Ultimately, parents and guardians of minors are responsible for setting and conveying the standards that their children should follow when using media and information sources.  To that end, the Colman-Egan Public Schools support and respect each family’s right to decide whether to apply for access.

 

STUDENT NETWORK USE

Students are responsible for appropriate and acceptable behavior on school computer networks just as they are in a classroom.  Communications on the network are often public in nature.  General school rules for behavior and communication apply.

The network is provided for students to conduct research.  Access to network services is given to students who agree to act in a considerate and responsible manner.  Parent permission is required.  Permission is effective until the student graduates; the policy changes or parents request the child not have access.  Access is a privilege, not a right.  Access entails responsibility.

Individual users of the district computer networks are responsible for their behavior and communications over those networks.  It is presumed that users will comply with district standards and will honor the agreements they have signed.  After parental permission is given, students will be given training for use of the Internet (or supervised instruction).  Misuse of the access privilege will result in loss of the privilege.

Network storage areas may be treated like lockers.  Network administrators may review files and communications to maintain system integrity and insure that users are using the system responsibly.  Users should not expect that files stored on district servers would always be private.

Within reason, freedom of speech and access to information will be honored.  During school, teachers of younger children will guide them toward appropriate materials.  Outside of school, families bear the same responsibility for such guidance as they exercise with information sources such as television, telephones, and movies where potentially offensive material can be accessed. 

The following are not permitted:

 

Violations may result in loss of access as well as other disciplinary or legal action.

 

CONFERENCES

Parent/teacher conferences are held 2 times a year.  However, parents are encouraged to contact their child’s teacher any time they have a concern.

 

DETENTION

A form of detention would be taking away privileges such as recess or staying after school.  Principal, teacher, and/or other supervisor in charge will decide this.

 

DISCIPLINE

The teachers and staff are generally responsible for maintaining good discipline in their classrooms, lunchroom, other building areas, and playground.  The behavior expected from a student is a combination of common courtesy and safety considerations.  There are a few special areas, which require application of more specific rules.  The following types of conduct are never permissible:

In compliance with SDCL 13-32-4.  The school board of every school district shall assist and cooperate with the administration and teachers in the government and discipline of the schools.  The board may suspend or expel from school any student for violation of rules or policies or for insubordination or misconduct, and the superintendent or principal in charge of the school may temporarily suspend any student in accordance with SDCL 13-32-4.2.  The rules or policies may include prohibiting the following:

The consumption or possession of beer or alcoholic beverages on the school premises or at school activities;

The use or possession of a controlled substance, marijuana, drug paraphernalia, cigarettes, and huffing materials, without a valid prescription, on the school premises or at school activities; and

The use or possession of a firearm, as provided in SDCL 13-32-7, on or in any elementary or secondary school premises, vehicle, or building or any premises, vehicle, or building used or leased for elementary or secondary school functions or activities.

In addition to administrative and school board disciplinary action, any violation of SDCL 13-32-7 shall be reported to local law enforcement authorities.

The period of expulsion may extend beyond the semester in which the violation, insubordination, or misconduct occurred.  Any expulsion for consumption or possession of beer or alcoholic beverages may not extend beyond ninety school days.  If a student has intentionally brought a firearm onto school premises, the expulsion may not be for less than twelve months.

However, the superintendent or chief administering officer of each local school district or system may increase or decrease the length of a firearm-related expulsion on a case-by-case basis.  The South Dakota Board of Education shall promulgate rules pursuant to SDCL ch. 1-26-26 to establish administrative due process procedures for the protection of a student's rights.  The administrative due process procedures shall include a requirement that the school give notice of a student's due process rights to the parent or guardian of the student at the time of suspension or expulsion.  Each school district board shall provide a procedural due process hearing, if requested, for a student in accordance with such rules if the suspension or expulsion of the student extends into the eleventh school day.

This section does not preclude other forms of discipline, which may include suspension or expulsion from a class or activity.

This section does not prohibit a local school district from providing educational services to an expelled student in an alternative setting.

SDCL 13-32-4.2.  The school board in any district may authorize the summary suspension of pupils by principals of schools for not more than ten school days and by the superintendent of schools for not more than ninety school days.  In case of a suspension by the superintendent for more than ten school days, the pupil or his parents or others having his custodial care may appeal the decision of the superintendent to the board of education.  Any suspension by a principal shall be immediately reported to the superintendent who may revoke the suspension at any time.  In event of an appeal to the board, the superintendent shall promptly transmit to the board a full report in writing of the facts relating to the suspension, the action taken by him and the reasons for such action; and the board, upon request, shall grant a hearing to the appealing party.  No pupil may be suspended unless:

The pupil is given oral or written notice of the charges against him;

The pupil is given an oral or written explanation of the facts that form the basis of the proposed suspension; and

The pupil is given an opportunity to present his version of the incident.

In the event of a suspension for more than ten school days, if the pupil gives notice that he wishes to appeal the suspension to the board, the suspension shall be stayed until the board renders its decision, unless in the judgment of the superintendent of schools, the pupil's presence poses a continuing danger to persons or property or an ongoing threat of disrupting the academic process, in which case the pupil may be immediately removed from school, and the notice and hearing shall follow as soon as practicable.

These statutes do not preclude other forms of discipline, which may include suspension or expulsion from a class or activity. 

The South Dakota Board of Education has adopted a due process procedure that must be used by a public school suspending or expelling students.  Copies of the South Dakota Board of Education's rules should be available in every school.

Additional procedures may be required when disciplining special education students.  The South Dakota Board of Education has adopted due process procedures that public schools should follow when considering suspension or expulsion of special education students.

 

ELIGIBILITY

This determines eligibility for all school-sponsored activities.  Students in the elementary school will adhere to the following policy:  No pass no play.  This will be determined at every grading period – midterm and quarter.

 

ENROLLMENT  

South Dakota Codified Law (SDCL 13-28-7.1) requires that any pupil entering school shall, prior to admission, be required to present to school authorities certification from a licensed physician that he or she has received, or are in the process of receiving adequate immunizations for childhood diseases.

The State Law requires that every child who enters a school for the first time must present a certified copy of his/her birth certificate.  If either record is not presented to the school officials, the child will be suspended until records are on file.

Family Policy Compliance Office (FPCO) Home

The Family Educational Rights and Privacy Act (FERPA) (20 U.S.C. § 1232g; 34 CFR Part 99) is a Federal law that protects the privacy of student education records.  The law applies to all schools that receive funds under an applicable program of the U.S. Department of Education.

FERPA gives parents certain rights with respect to their children's education records.  These rights transfer to the student when he or she reaches the age of 18 or attends a school beyond the high school level.  Students to whom the rights have transferred are "eligible students”.

Parents or eligible students have the right to inspect and review the student's education records maintained by the school.  Schools are not required to provide copies of records unless, for reasons such as great distance, it is impossible for parents or eligible students to review the records.  Schools may charge a fee for copies.

Parents or eligible students have the right to request that a school correct records which they believe to be inaccurate or misleading.  If the school decides not to amend the record, the parent or eligible student then has the right to a formal hearing.  After the hearing, if the school still decides not to amend the record, the parent or eligible student has the right to place a statement with the record setting forth his or her view about the contested information.

Generally, schools must have written permission from the parent or eligible student in order to release any information from a student's education record.  However, FERPA allows schools to disclose those records, without consent, to the following parties or under the following conditions (34 CFR § 99.31):

Schools may disclose, without consent, "directory" information such as a student's name, address, telephone number, date, and place of birth, honors, and awards, and dates of attendance.  However, schools must tell parents and eligible students about directory information and allow parents and eligible students a reasonable amount of time to request that the school not disclose directory information about them.  Schools must notify parents and eligible students annually of their rights under FERPA.  The actual means of notification (special letter, inclusion in a PTA bulletin, student handbook, or newspaper article) is left to the discretion of each school.

FIELD TRIP

The following policies will be followed when taking elementary students on field trips:

 

FINES

If there has been undo wear or vandalism to textbooks, workbooks, library books or any school property, students will be assessed the cost of repair or replacement.  Students will be charged for lost or damaged school property.

 

FIRE AND TORNADO DRILLS

Fire and tornado drills at regular intervals are required by law and are an important safety precaution.  It is essential that when the first signal is given, everyone obeys orders promptly and clears the building by the prescribed route as quickly as possible.  The teacher in each classroom will give the students instructions.

 

FOOD

Breakfast each morning is served from 7:45 a.m. to 8:30 a.m.  If your child rides the bus and wishes to participate, he/she should go directly to the cafeteria upon arrival at school.

There are several lunch periods lasting thirty minutes.  Fifteen minutes are spent in the lunchroom followed by a fifteen-minute recess.

Any student may participate in the breakfast and lunch program.  Meals are purchased from the school office. 

If you wish to apply for free or reduced lunch, you must get a form from the school office.

Food will only be allowed in the lunchroom.  Those students carrying lunches from home must eat them in the lunchroom.  Pop is not permitted in the lunchroom while school lunches are being served.  Exception to the above policy is in the case of classroom parties.  Food can then be eaten in the classroom.

 

GUIDANCE

A program of guidance has been set up for the students of Colman-Egan School.  Under the program, a record system is set up that follows the student through the years in Colman-Egan School.  A comprehensive listing of job information is on hand in the library.  The service of the teachers in counseling is always available.  A complete testing program has been instituted. 

At the elementary level, the guidance program focuses around classroom, group, and individual settings.  The classroom settings are developed to work with students on areas of importance depending on the age of the students.  Group and individual settings are developed to meet the needs of the students involved.  Teachers are also available to help when necessary.

The guidance program also provides assistance to parents and families.

HALLWAYS

At all times students should observe rules of courtesy and consideration for others.  Walk and keep to the right to avoid unnecessary noise and congestion.

 

HOMEWORK

Homework is important.  It is an extension of the learning that takes place in school.  It can and should provide practice and drill that reinforces classroom learning or provide opportunities for independent study, research, and creative thinking.  Homework will vary according to grade level and individual children’s needs.

Student planners are used so that students know what homework they have.  This should be checked on a daily basis.  The student planner is to be taken home each night; if there is homework that night the student should have it listed.

Students who continue to waste time in school and do not complete assigned work will stay in for recess and/or after school.

If excess late work is turned in or incomplete, it may be necessary to stay after school to complete the work.  One day’s notice in the elementary will be given.

In the case of illness or excused vacation time, an appropriate length of time will be given to complete homework.  If assignments can be requested ahead of time, you are encouraged to do so.  In the case of a school event, homework should be completed before the student attends the event.

Teachers will lower grades for incomplete work.  If not turned in by the deadline it will be recorded as a zero unless other arrangements are made with the teacher.

 

HONOR ROLL

The Honor Roll at Colman-Egan is computed as follows:

Using a 12-point scale with an A+ equal to 12 down to a D- equal to 1.

A Honor roll – students must have an average score for all grades of 10 .0 or better with no mark below a B.

B Honor Roll – student must have an average score for all grades of 8.0 or better with no mark below a C.

 

INSURANCE

Each student will be given materials relative to insurance.  It is a voluntary program.  It is suggested that you study the material carefully as this is an approved program for students in the state at a very reasonable fee.  It covers a student in activities and on the playground, in school, and to and from school.

 

INFORMATION CARD

All students are required to have an information card on file with the school.  The information card is completed yearly and is vital in the case of an emergency.  Parents/guardians are responsible for keeping this information current with the school.

 

 

LOCKER POLICY

All schoolbook lockers are property of the Colman-Egan Public Schools.  At no time does the Colman-Egan School District relinquish its exclusive control of lockers provided for the convenience of students.  A periodic general inspection of lockers may be conducted by school authorities for any reason at any time, without notice, without student consent, and without a search warrant.  Lockers are the property of the school and are issued to students at the beginning of the year.  Each student is responsible for keeping his or her assigned locker clean, both inside and outside.  Damages caused by misuse of tape, etc., will be charged to the student responsible.  Any locker malfunction should be reported to the office.  Students are cautioned not to keep money or other valuables in their lockers.  Turn in such items to the office for safekeeping.  The school reserves the right to inspect lockers at any time.

 

LOST AND FOUND

Many articles of clothing remain unclaimed during the school year.  Helping the child to know and to be responsible for his or her possessions is important.  Marking the child’s clothing may be of great help.  Clothing not claimed at the end of the year will be disposed. 

 

MEDICATION AT SCHOOL

The giving of any drug internally at school is not permitted.  If it is necessary to take medication during school, the office must be informed.  The proper forms must be completed and signed by the parent.  This must be kept on file before medication can be given.  Only assigned staff members can administer medication.  Records of medication administration will be kept in the school office.

 

MORNING ANNOUNCEMENTS

Announcements will be given during the first period.  Any person who would like to have something announced should have it turned in to the secretary by 9:00 A.M.

 

PERMANENT RECORDS

A permanent record is a summary of all things you have or have not accomplished in your years in school.  This record will be used in future years by employers and schools to judge your accomplishments and your potential for the future.

 

PLAYGROUND RULES

The following rules have been established for the safety and protection of the Colman-Egan students.

 

No Bullying Policy

The Colman-Egan School District is committed to making Colman-Egan a safe and caring place for all students.  We will treat each other with respect and we will refuse to tolerate bullying of any kind at our school.  Students, parents, and teachers are encouraged to report incidents of bullying to administration or counseling staff.

 

Definition:  "Harassment, intimidation or bullying," means any intentionally written, verbal, graphic, or physical act including electronically transmitted acts i.e., cell phone, personal digital assistance (PDA) or wireless hand-held device;  that a student or group of students exhibits toward another particular student, person  or group of students or people,  more than once and the behavior both:  (a) causes mental or physical harm and (b) is sufficiently severe, persistent or pervasive that it creates an intimidating, threatening or abusive educational environment for the other student, students , person, people.

 

Students at the Colman-Egan School will do the following things to prevent bullying:

·         Treat each other respectfully

·         Refuse to bully others

·         Refuse to let others be bullied

·         Refuse to watch, laugh, or join in when someone is being bullied.

·         Try to include everyone in play, especially those who are often left out.

·         Report bullying to an adult.

NCLB REQUIREMENT

The federal education law, No Child Left Behind, requires that all parents be notified and given the opportunity to request information about the professional qualifications of classroom teachers instructing their child.  If you are interested in this information, you may contact your building principal or the superintendent of schools who will provide a written response to the parent with a copy going to the teachers.

 

PROMOTION OR RETENTION POLICIES

When deciding whether to pass or retain a child in a grade, there are no ironclad rules to follow – only guides.  Each child must be judged individually and carefully, using the available records and facts.

The reporting of grades will be on a midterm and quarter basis.  End of the year report cards will not be handed out until all lunch bills, book fines, and uniforms are accounted for.

SCHOOL HEALTH GUIDELINES

We would like to take this opportunity to emphasize some common sense measures concerning illness.  Communicable diseases are an especially difficult problem in programs, where some of the children are very young and more susceptible to infections.  We hope these guidelines will help you as parents to protect your child and his classmates from unnecessary illness.

Accidents

In the event of a serious accident at school, the parents will be called, or the emergency number listed on the child’s enrollment card will be contacted in case parental contact is not made at home or work numbers listed.

If no contact can be made with primary or back-up numbers, school authorities will attempt to take the necessary steps to assure the welfare and safety of your child.  In the meantime, we will continue our efforts to contact you.

Colds

The common cold presents the most frequent problem since it is so easily transmitted from child to child.  A child with a “heavy” cold and a hacking cough belongs home in bed, even though he/she has no fever.

Vomiting and Diarrhea

Children who are vomiting or have diarrhea should be kept home.  If your child has vomited or had diarrhea during the night, he/she should be kept home.  If your child has diarrhea or is vomiting at school, he/she will be sent home.

Sore Throats

A child with a sore throat accompanied by fever should be seen by the family physician.  In such cases, throat cultures are recommended.  A child with a sore throat and fever should not be sent to school and will be sent home from school if it occurs during school hours.

Fever

A fever is warning that not all is right with the body.  The best way to check for a fever is with a thermometer.  A child with a fever over 100 degrees orally or 101 degrees rectally should not be sent to school.  If your child has a fever of 100 degrees at school, he/she will be sent home.

Rashes

A rash may be the first sign of childhood illness such as chicken pox.  A rash or “spots” may cover the entire body or may appear in only one arm.  Do not send your child to school until your doctor says it is safe to do so.  Children with undiagnosed or contagious rashes will be sent home from school.

Open Sores

Open sores need special attention.  Impetigo is one form of a contagious infection that requires medical treatment before a child can attend school.  Children with suspected impetigo will be sent home.

Miscellaneous

A variety of other conditions (headlice, scabies, flu, etc.) may require special health care.  When you suspect or know your child has a contagious problem, we would appreciate you sharing that information with us so we can react appropriately.

SCHOOL DRESS

We believe that neat and proper dress contributes to a student’s safety as well as fostering desirable attitudes and behavior.  Please help us by sending your children to school properly attired.  Clothing bearing the names of alcohol or tobacco products, profanity, gangs, or sexual connotations is not acceptable.

Please, put your child’s name in outer clothing and boots.  Your child needs an extra pair of shoes for gym class and a pair of overshoes or boots for the winter months and rainy, wet days.  Students may wear regular length shorts on hot weather days.  We ask that hats not be worn in instructional areas.

Parents should see that students are dressed in clothes conducive to learning and are properly dressed for the weather.  We reserve the right to send a child home, contact the parent, or arrange for appropriate clothes in school.

 

SCHOOL HOURS

School starts at 8:30 A.M. and dismisses at 3:30 P.M. Pupils who do not ride the bus should not arrive at school before 8:00 A.M.  If you need to pick your child up before dismissal time, please contact the school office so homework can be assigned and the teacher is aware that the student will be leaving early.  Any student leaving school before 3:25 must sign out in their designated area.  Parent or person responsible for them, must sign them out at the elementary office before leaving.

Section 504 is the part of the Rehabilitation Act of 1973 that applies to persons with disabilities.  Section 504 is a civil rights act that protects the civil and constitutional rights of persons with disabilities.  It states that no person with a disability can be excluded from or denied benefits of any program receiving federal financial assistance.  Section 504 and special education are two separate services.  Contact the Colman-Egan School to answer your questions.

TITLE I

Title I is a federally funded reading and math program.  Its purpose is to provide additional help for students in grades K-5 with needs in reading and math.  The classroom teacher, parent referral, and additional assessment (some individual) are utilized to identify students who would benefit from participating in this program.

What do I know about my child’s teacher?  The federal education law put in place by President Bush called: No Child Left Behind requires that all parents be notified and given the opportunity to request information about the professional qualifications of classroom teachers instructing their child.  If you are interested in this information, you may contact your building principal or the superintendent of schools who will provide a written response to the parent with a copy going to the teacher.

 

TITLE IX

TARDINESS

A LITTLE LATE IS TOO LATE.  If you arrive late to school, report to the office for a late slip.  If you arrive late to class, your teacher may require you to get a late slip from the office.  If you have been detained in the office, or by a teacher, ask for a slip from the person who detained you before going to your next class.  Repeated tardiness will result in penalties and may require a parent-pupil-principal conference.

Such reasons as oversleeping, car trouble and running errands are not acceptable reasons for being tardy or absent.

 

TEXTBOOKS

The school furnishes books to all students.  This is done with the hope that this major investment will be properly safeguarded.  Unreasonable damage to or lost textbooks will result in fines.

 

 

TOBACCO/ALCHOL/ILLEGAL SUBSTANCES

The use of any form of tobacco/alcohol/illegal substances is strictly forbidden in school, on the school grounds, or at any school-sponsored activity – home or away.  The use of tobacco/alcohol/illegal substances in the building or on the school grounds; the use of tobacco/alcohol/illegal substances at school functions; even if these functions should be held away from the school premises; and the appearance of students in school or at school functions who are to any degree under the influence of tobacco/alcohol/illegal substances is forbidden.  Students who do not abide by this rule will be suspended from school or lose their privilege to attend such functions, or both.

 

USE OF BUILDING

Because of the responsibility and liability involved, liability insurance will not cover injuries.  Do not use the school building for practice and rehearsal without the presence of your activity director.

 

USE OF TELEPHONE

The school telephone is for school business.  Make your plans before coming to school rather than using the telephone while in school.  If you must use a phone, limit the call to three minutes.  Please advise your parents that when it is necessary to call at school, they should give the secretary either the message or a number for you to call.  You will not be called out of class or study hall to come to the telephone unless it is an emergency.  Cell phones and pagers are not to be used at school.  Students may use the phone for emergency or school-related business.  Students must make plans for visiting each other the night before so parents can send a note.  Make sure the bus drivers are informed.

 

VISITATIONS

We encourage parents to visit your child’s classroom or eat lunch with your child.  We would ask if you plan to visit or eat lunch that you call ahead of time, especially if you will be eating lunch at school

WE ASK THAT STUDENTS DO NOT HAVE FRIENDS OR RELATIVES FROM OTHER COMMUNITIES ATTEND OUR SCHOOL DURING THE SCHOOL DAY.

 

WITHDRAWLS

Students withdrawing from school must first present a written note from their parents or guardian consenting to the withdrawal.  They will be given a clearance slip in the office, which must be signed by all their teachers showing that all materials have been checked in.  The signed slip is then returned to the office.  Students must clear through the office of the Principal. 

 

WEAPONS

Possession of any weapon on any school property will result in suspension.
